Fairbank–Silverthorn Storm Trunk Sewer Project

EBC, in joint venture with Bessac Canada, delivered a critical deep underground stormwater tunnel as part of the City of Toronto’s Basement Flooding Protection Program to reduce flooding risks in a dense urban area. Constructed in a constrained urban environment, the works required advanced tunnelling techniques, precise execution, and rigorous environmental and community impact mitigation. The project was recognized with the Tunnelling Association of Canada’s 2025 Design Innovation of the Year Award, highlighting the engineering excellence, innovation, and collaboration demonstrated by all partners.

• Deep underground stormwater system including a 2.4 km-long TBM-driven tunnel
• 4.5 m in diameter, reaching depths of up to 50 m
• 1.8 km of collector tunnels to convey stormwater flows
• 21 shafts enabling excavation, access, and operations
• Complex adit connections linking tunnels and shafts
• New outfall to Black Creek improving overall system capacity and resilience
